On July 1, 2008, the Montana Department of Public Health and Human Services submitted a Section 1115(a) Medicaid family planning waiver application to the Centers for Medicare and Medicaid Services (CMS) for approval. Montana's family planning waiver is called Montana Plan First. In 2007, a concept paper was sent to Montana Tribes and interested parties for review. Public comment was received for a 60 day period through January 25, 2008.
Montana Plan First will expand access to Medicaid family planning services for 4,000 Montana female residents ages 14 through 44 with incomes at or below 185 percent of the federal poverty level. DPHHS hopes to receive approval from CMS and begin Montana Plan First services on July 1, 2009. The waiver will decrease the number of unintended pregnancies, improve the overall health of enrollees, and save money for the Montana Medicaid program.
