Montana’s Standing Order 2023 for Naloxone and Program Details

In 2017 the Montana Legislature passed House Bill (HB) 333, the Help Save Lives from Overdose Act, to increase access to the FDA approved opioid overdose reversal medication, Naloxone through a statewide standing order. The standing order gives prescriptive authority to pharmacists to dispense naloxone to eligible recipients.

Montana’s State Opioid Response (SOR) grants through the Substance Abuse and Mental Health Services Administration (SAMHSA) increase prevention, treatment, and recovery services for people with opioid use disorder.  The program’s contracted pharmacy processes approved orders for Naloxone and ships them to the customer at no cost.

There are 2 tracks for Montana’s to access Naloxone through the contracted pharmacy:

  1. You or someone in your organization can become a Master Trainer and train others as Authorized Users in the administration of Naloxone, through the state’s contracted training organization, Best Practice Medicine.
  2. Organizations and facilities may create a Memorandum of Understanding with the State of Montana that will allow them to:
    • Distribute Naloxone into the hands of those who are at risk of experiencing opioid-related drug overdose and to a family member, friend, or other person who can assist a person who is at risk of experiencing an opioid-related drug overdose.
    • Keep Naloxone on hand for staff to administer as needed.

The Overdose Data to Action (OD2A) grant from the CDC focuses on the complex opioid overdose epidemic. Surveillance activities are put in place to gather data on suspected overdoses and in return helps monitor trends and assists in creating direct prevention activities. The prevention component will strengthen prescription drug monitoring programs, improve state-local integration, establish linkages to care and improve provider and health system support.  To learn more about opioid related overdose data visit
