Substance Use Disorder Services and Resources
The Treatment Bureau oversees substance use disorder (SUD) services for both adult and adolescent populations across Montana. The Bureau is responsible for maintaining and updating the BHDD Medicaid Services Provider Manual to ensure alignment with American Society of Addiction Medicine (ASAM) Criteria, applicable state statutes, and federal requirements. This work supports the delivery of consistent, safe, and evidence-based SUD services statewide.
The Treatment Bureau also manages and reviews the state approval process for SUD treatment, prevention, recovery, and court-ordered educational services, including programs that provide Driving Under the Influence (DUI) and Minor in Possession (MIP) education. In addition, the Bureau oversees the implementation of federal guidance related to Medication for Opioid Use Disorder (MOUD) and provides direction on compliance with 42 CFR Part 2, 45 CFR, and other related federal requirements that govern confidentiality, privacy, and the delivery of SUD services.
In partnership with the Office of Inspector General, the Treatment Bureau works closely with OIG’s Licensing Bureau and Compliance Bureau to support routine quality management, monitoring, and oversight of state-approved SUD programs. When appropriate, the Bureau also collaborates with the Medicaid Fraud Control Unit (MFCU) to promote program integrity and help ensure Medicaid-funded SUD services are delivered in accordance with applicable laws and requirements. Together, these partnerships support accountability, service quality, and public trust across Montana’s SUD system of care.

The list will be updated at least quarterly each year, however will be frequent as new information is provided and/or a new state approved SUD treatment program becomes available. Medication for Opioid Use Disorder (MOUD), formally known as Medication Assisted Treatment (MAT) is the use of FDA approved Buprenorphine and Methadone in combination with therapy to provide an individually tailored “whole-patient” approach to the treatment of opioid use disorders.
The goal of MOUD is long-term recovery; this treatment approach has also been shown to:
- Prevention of Opioid Overdose Deaths
- Relieve opioids cravings and withdrawal “dope sick”
- Block euphoric “high” effects of opioids
- Improve patient survival
- Increase participation in treatment
- Increase the ability to live a self-directed life
- Increase patient’s ability to gain and maintain employment
- Improves outcomes among women who have substance use disorders and are pregnant and outcomes for their babies
- Decrease opioid use, opioid-related overdose deaths, and involvement with the criminal justice system
- Lower a person’s risk of contracting HIV or hepatitis C by reducing the potential for relapse
Methadone and Buprenorphine DO NOT substitute one addiction for another.
When someone is treated for an opioid addiction, the dosage of medication used does not get them high–it helps reduce opioid cravings and withdrawal. These medications restore balance to the brain affected by addiction, allowing the patient’s brain to heal while working toward recovery.
