Electronic Visit Verification (EVV)

The Department of Public Health and Human Services (DPHHS) will acquire an EVV services component separately from the overall care management solution to support personal care services (PCS) and home health care services (HHCS) as well as other home and community-based services determined to benefit from the mandates of Section 12006 of the 21st Century Cures Act. EVV will electronically verify the following:

  • Type of service performed
  • Individual receiving the service
  • Individual providing the service
  • Date the service was provided
  • Location of service delivery
  • Time the service begins and ends in real time (This is the actual time on the device when the service begins and ends.)

Description

EVV is a technology that automates the gathering of service information by capturing time, attendance and care plan information entered by a home care worker at the point of care. EVV will give providers, care coordinators, members/guardians, and DPHHS staff access to service delivery information in real time to ensure there are no gaps in care throughout the entire course of the service plan.

The member receives the following benefits with an EVV system, which:

  • Ensures aides deliver the services for which they are paid.
  • Improves member outcomes by enhancing consistency of care delivery.
  • Improves communication and alignment across the care coordination team.

The provider receives the following benefits with an EVV system, which:

  • Tracks individual worker activity, reducing the likelihood for error or fraud.
  • Increases efficiency because collection and tracking of required information to process claims is automated.
  • Improves quality of care by making worker activities transparent and measurable.

EVV Model

DPHHS has selected the Open Vendor model for EVV. This means that the State will implement an EVV solution that is free to providers who need a system. Providers with existing EVV systems that meet the DPHHS EVV compliance requirements and are certified by DPHHS can continue to use those systems.

DPHHS will publish the criteria and instructions for certifying third party EVV solutions to be used for the Montana Medicaid program on this webpage. This information will be provided once the EVV project kicks off and at least six months prior to the implementation of the EVV requirements.

This is not the complete list of all Providers enrolled by these Provider Types. If you are a Medicaid provider that plans to provide Medicaid services subject to EVV in the future, we encourage you to complete the survey.

DPHHS is updating EVV requirements in preparation for acquiring an EVV solution. We have established a high-level timeline for when Montana’s EVV solution will be available for providers.
