Public Meetings
Senate Bill 5 Workgroup
The Legislature recently approved several recommendations from the BHSFG Commission to enhance services for individuals with behavioral health challenges and developmental disabilities.
A key priority for the Developmental Disabilities Program (DDP) is BHSFG recommendation #1, which is establishing acuity-based rates for the 0208 Comprehensive Waiver. To move forward, we are seeking the expertise of the SB5 Workgroup to help us identify and recommend an appropriate assessment tool for piloting.
We would greatly appreciate your participation in meetings dedicated to this topic during your existing June 5 and June 12 time slots.
During these meetings, we aim to:
- Evaluate various acuity assessment tools considering individual support needs, validity, ease of use, and applicability in Montana.
- Work towards a consensus recommendation on a tool for DDP to pilot for rate setting.

Rulemaking and Interested Parties
In an on-going effort to inform and interact with the public about rulemaking matters, the Behavioral Health and Developmental Disabilities Division (BHDD) welcomes and appreciates all comments on its rule notifications.
Interested Parties
BHDD maintains a list of interested persons who request to receive notices of rulemaking actions proposed by this Division. If you would like to have your name added to this list, please submit a written request that includes:
- name;
- e-mail;
- mailing address of the person to receive notices; and
- identify that you would like to be added to the Developmental Disabilities Program Interested Parties list.
Notices are sent by e-mail unless a mailing preference is noted in the request

DPHHS Proposal Notices
Each proposal notice includes:
- proposed rule changes;
- reasons for the changes;
- date and location of public hearing (if scheduled);
- deadline for written comments;
- instructions for requesting a reasonable accommodation to participate in the rulemaking process; and
- instructions for requesting placement on interested person’s mailing lists.
Concerned persons may submit their data, views, or arguments either orally or in writing at the hearing. Written data, views, or arguments may also be submitted to: BHDD Administrative Rules Coordinator, Department of Public Health and Human Services, Behavioral Health and Developmental Disabilities Division, P.O. Box 4210, Helena, Montana, 59604-4210; fax (406) 444-0230; or e-mail HHSDSDrules@mt.gov, and must be received no later than 5:00 p.m., on the end of comment period.
Adoption Notices
The department posts notices of final rule actions after the public comment period ends.
