Residential Grant Near Term Initiative (NTI)

Governor Greg Gianforte signed  House Bill 872  into law on May 22, 2023, providing a generational investment to reform and improve Montana’s behavioral health and developmental disabilities service systems. A central component of the governor’s Budget for Montana Families, the $300 million investment will expand intensive and community-based behavioral health care and developmental disabilities services across Montana.

On October 13, 2023, the Behavioral Health Systems for Future Generations (BHSFG) Commission passed the Residential Grant Near-Term Initiative (NTI). The NTI was subsequently approved by Gov. Gianforte.

On May 20, 2024, the Commission voted to expand funding for this initiative from the previously approved $10 million to $15.8 million. The amended NTI was subsequently approved by the governor on June 24, 2024.

The Residential Grant NTI will provide up to $15.8 million to increase residential bed capacity. Funding will be used to provide one-time grants to congregate community living providers who primarily serve individuals with a serious mental health or developmental disability diagnosis.

The goal of the grants is to stabilize or increase residential service provision as needed across the state and build sustainable capacity, while also ensuring that more Montanans can be served in clinically appropriate settings closer to home.

Allowable uses of the grant funds include the cost of new facility purchase/builds, existing facility upgrades/maintenance, hiring and training staff, and revenue supplementation due to low volume/lack of economies of scale through startup.
