Montana Milestones is seeking public participation regarding a proposed eligibility update.
Background: The update is contained within the Part C Rules and Regulations document below. The eligibility change adjusts Montana's definition for a qualifying measurable delay with an intended effective date of October 1, 2026.
Details:
Current definition for a qualifying measurable delay:
(1) A minimum of 50% delay in any one of the developmental areas; or
(2) A 25% delay in two or more of the developmental areas...
Proposed definition for a qualifying measurable delay:
(1) A minimum of 40% delay in any one of the developmental areas; or
(2) A 20% delay in two or more of the developmental areas...

Impact:
This proposed adjustment will result in more children meeting the qualifying measurable delay criteria and is intended to increase the number of children served by Part C services in Montana.
